State of the Community
September 14, 2013

THE STATE OF THE COMMUNITY is similar to last year.  It is stable but challenging.

Before reviewing the state of the community, I want to thank our two outgoing Board members.
•        Ed Tisdale has been a very innovative secretary.  Through his efforts the Club’s methods of
communicating with members has been enhanced by the use of email and the Club website.  He
developed and runs the website.  He has volunteered to assist the new secretary by monitoring the
Club’s mailbox and maintaining the website.
•        Dave Crocker served on the Board for six years.  As a result of his efforts our road system has
been vastly improved.  The project spent around $160,000.  Dave regrets that no paving was done
this year but the Board did not allocate any money for paving in an effort to build the reserves so
funds will be available to pay for the dam project.
Thanks to our volunteers for their assistance in maintaining our subdivision.
•        They maintained the Club’s furniture
•        They kept the entrance, waterfront park and other area maintained
•        They maintained the bulletin board
•        They made financial donations for projects
•        They organized the Thursday social, opened their homes for community functions
•        And they did much more!

Lets now look at the focus of your Board’s activities.
•        As Susan will elaborate on later the Club’s expenditures year to date have been less than
budgeted and the Reserve Account has grown.
•        Liens and delinquent assessments are a concern but revenue from assessments for 2013 are
ahead of projections.
•        Because of the uncertainty over the cost of the Indian Lake Dam repairs, no road upgrades have
been made this year.
•        Speaking of the dam, the project to repair the spillway is most challenging.  John will give you
the details.
•        Finally, the water system is having one of its most uneventful years ever.

In conclusion, we thank the community for supporting the Board.  Going forward we will strive to be
good stewards for Indian Lake Estates.

Water Committee Report

•        The water systems infrastructure has operated with very few interruptions
•        There have been very few leaks in the system this year
•        NCDENR inspected the system on July 25, 2013.  There were deficiencies noted:
o        Equipment at the well at the waterfront park was not operating properly.  This defect was
immediately corrected by A&D
o        The engineering plans and specifications on file with DENR indicated that the system was
operation above the approved capacity for the system.  This conclusion was based on letters on file
with DENR from the 1990’s.  The system was last tested on September 3, 2008.  At that time it was rated
for up to 95 connections.  Dick is in the process of contacting the testing company (Jerry Merrill) to
have it to supply copies of the test results to DENR.  If they cannot supply documentation, it could
cost $800 to retest the system.
•        The storage tank at the waterfront park is aging and will have to be replaced at some point in
time.  A&D has been requested to determine the condition and to estimate the remaining life of the
tank.  When it is replaced, A&D has stated that the most cost efficient replacement will be bladder
tanks.
•        The tank at the waterfront part needs painting and repair.  This work should be considered
during the coming year.
•        Year to date expenses have been 48% of budget.  Unless there is an unexpected expense the
budget should be achieved.

Architectural Control Committee Annual Report September 14, 2013

•        Home construction in general is increasing overall. Resort areas generally lag behind 2 years
after a revival in new construction.
•        No new homes built during the last 12 months.
•        There has been activityin the community, and two existing homes were sold: the Eaton home
purchased by the Richardsons and the Harrison home.
•        Richardson made several renovations to his home, including a new storage shed, approved by
the ACC.
•        Several minor Amendments to the Architectural Control Regulations are needed to bring clarity
to several issues, such as lot setback. These will be drafted, approved by the Board and distributed
to membership within 60 days..
•        The Website continues to be a good resource for information about the community as well as
listing homes and lots for sale.

BEAUTIFICATION COMMITTEE

This has been a challenging year for outdoor improvements due to the rain at Indian Lake Estates.
But, the fellowship has grown without planting anything!

We are so very sad to lose Louise and Don Harrison as they move to Tenn. to be closer to their
family.  So we celebrated their contributions to the community, their ready friendship and their years
of great service and volunteerism.

•        Spring – weeded front entrance and other areas throughout the neighborhood
•        Improvements: load of double-ground hardwood mulch was purchased and delivered. Several
neighbors help spread it at the picnic area and horseshoe pit. We paid Randall Galloway to spread the
remainder for us because it was too wet and heavy and lower backs were being sacrificed.
•        Flowers which were blocking the entrance sign have been divided and transplanted in other
areas of the entrance flower beds.
•        Thursday socials at park this summer, many at individual homes due to rain
•        July 4th picnic at the Campbells, 26 folks attended.
•        Labor Day party in honor of the Harrisons. It was held at the Campbells and 27 folks attended.  A
painting by Joanne Revie was presented to the Harrisons of the Harrisons view from their deck
overlooking the lake and mountains.  Also, a framed poem was presented to them to remind them of
the lakes and mountains in the area.
•        Long term projects: improve safety by adding more steps to dock, improve front entrance soil
quality and reorganize plantings, clean and restain dock
•        Weed outcrop island
•        Store benches, chairs and winterize park in October
•        Need location for this year’s Christmas party
•        Need new committee chair assigned by board

Review of Indian Lake Estates’ 2012 Financial Records

I have completed a review of the 2012 financial records and conclude receipts and expenditures
recorded in the books are in good order.

The books are well organized and maintained in appropriate order. Receipts were timely deposited
and recorded. The dual control established by the president and treasurer appears to be a strong
control and security for those entrusted with community funds. This procedure is recommended to be
continued.

As of the end of August, cash balances are as follows:  Operating cash and money market $51,056
Savings/Reserve                                                   79,534

Accounts Receivable-  We did see more payments flow in this month due to a focused effort on
mailing statements and calling owners who have outstanding balances.  We did receive full payment
on one account that was a property that had been liened.  We will need to remove the lien on his
property.   We have not received payment from the bank trustee for amounts due on the another
property.  We have not surpassed our revenue budget, 1% over plan.  Congratulations!

Cash collections are at 101% of budget as of the end of August.  Approximately $6K in outstanding AR
(not liened property) is due as of today.

Expenses still continue to run favorable to budget.
I anticipate that we will be favorable to budget at year end by $20 to $25K.
