INSTRUCTIONS

The purpose of this Emergency Action Plan (EAP) is to safeguard the lives and reduce risk of damage to
property downstream of the referenced dam in the event of flooding that may be caused by failure of the
dam.

In the event that the dam owner/supervisor/caretaker observes or is informed of one or more of the
conditions listed under “Emergency Conditions,” or for any other reason feels that the structural integrity
of the dam is at risk, then the owner or his representative shall contact the entities listed in the
Notification Sequence on Page 3 of this Emergency Action Plan.

Upon receiving notification of an emergency situation, the State Emergency Operations Center shall
contact the State Dam Safety Program and the appropriate local Emergency Management office.

EMERGENCY CONDITIONS

The following conditions indicate an existing or potential emergency situation.  If one or more of these are
observed, the owner should initiate the Notification Sequence on Page 3 immediately.

•        Water flowing over the top of the dam, or the lake level is rising such that overtopping of the dam
may soon occur.

•        Turbid seepage (that is, muddy seepage) emerging from the downstream slope of the dam, from
around a spillway outlet pipe, from a seepage collection system drainpipe, from underneath a spillway
slab or from the area just downstream of the dam.

•        Seepage rates increasing significantly over a short period of time.

•        Embankment cracking, sliding or sloughing on either the upstream slope or downstream slope of
the dam.

•        Concentrated seepage or flow emerging from or near the dam embankment.

•        “Boils” in the area downstream of the dam, on the downstream slope of the dam, or from joints in a
spillway or within the stilling basin.  (Note: “Boils” appear to be small sand “volcanoes” which indicate the
loss of soil material from the dam.  They are caused by seepage forces.)

•        Depressions or sinkholes over the spillway pipe or at other areas on the dam.

•        Overturned or uprooted trees on the dam.

NOTIFICATION SEQUENCE – ADDITIONAL INFORMATION

In the event of an emergency as defined in the EAP, the following procedures should be followed:
1.        Call Emergency Services 911 – Police and Fire Department  – (Person(s) Responsible: The
President of the Board, Vice President, Secretary/Treasurer  or any other available member  of the
Board)
2.        Send out Email to all Homeowners in Indian Lake Estates – if no email available telephone the
homeowner, in particular non-full time homeowners  – (Person(s) Responsible: Secretary/Treasurer  of
the Board or The President if Secretary/Treasurer not available )
3.        Notify by available means (mail, telephone or Email) all downstream property owners that could be
affected  by an emergency as defined in the EAP (see details listed below)  – (Person(s) Responsible:

From Brevard: Take Route 64 towards Cashiers. Turn right onto SR 281 and proceed past the Lake
Toxaway Firehouse (on right) and the Lake Toxaway Post Office (on right) and take a left turn onto Slick
Fisher Road and travel approximately 1.5 miles to the entrance of Indian Lake Estates (on right).
Proceed for approximately half a mile until there is a fork in the road.  Take the right fork onto Hiwassee
Road for approximately 0.5 mile and turn left on to Tellico Lane.  The access road to the dam is at the
second curve across from the mailbox for 110 Tellico Lane.

From Cashiers: Take Route 64 towards Brevard. Turn left onto SR 281 and proceed past the Lake
Toxaway Firehouse (on right) and the Lake Toxaway Post Office (on right) and take a left turn onto Slick
Fisher Road and travel approximately 1.5 miles to the entrance of Indian Lake Estates (on right).
